Hamilton, Bermuda – February 14, 2012 – The City of Hamilton today announced that the new traffic lights at the junction of Parliament and Church Streets are now fully operational.

Making the announcement was Chief Operating Officer and Secretary to the City of Hamilton, Mr. Edward Benevides, who stated, “I am pleased to announce that the traffic lights at the junction of Parliament and Church Streets have now been turned on. The new lights are also operational at the junction of Victoria Street and Cedar Avenue.

“I urge pedestrians crossing at these intersections to use caution as there are changes to the traffic light system. Once the button is pressed, the pedestrian should continue to look at the monitor above the button which will indicate when it is safe to cross the street.”

Mr. Benevides added, “Likewise, motorists should continue pay close attention when approaching the new traffic lights. At Victoria Street and Cedar Avenue there is a new road layout on each of the roads at this junction. Additionally, the City of Hamilton crew are completing work at the Parliament and Church Streets intersections. Cones are still in place as the work is being finalized.”

Mr. Benevides concluded, “The important thing to remember is that the Walk – Don’t Walk monitor for the traffic lights is above the button and no longer across the street. I urge anyone with questions to contact City Hall at 292 1234.”

Hamilton, Bermuda – February 6, 2012 – The City of Hamilton today announced that Alderman John Harvey, JP, M.B.E., has accepted the position of Deputy Mayor.

Making the announcement was Mayor of Hamilton, Charles Gosling, who stated, “I am pleased to announce Alderman John Harvey, has agreed to step into the position of Deputy Mayor, following Mr. Glen Smith’s resignation last week. John will fill this role until the Municipal election in May.”

The Mayor continued, “Mr. Harvey has served as Alderman since 2009 and is the Chairman of the Property Committee and will continue in that role. I admire John’s consistent positive viewpoint and search for accommodation and obviously his counsel. On behalf of the Members of the Council, I thank John for agreeing to take on this additional position.”

Alderman John Harvey added, “I am pleased to serve as Deputy Mayor for the City of Hamilton and will continue to work to ensure Hamilton residents, businesses, workers and visitors have the best services possible.”

City of Hamilton Announces Deputy Mayor's Resignation

Hamilton, Bermuda – February 3, 2012 – The City of Hamilton today announced the resignation of Deputy Mayor Alderman Glen Smith from the Council of the City of Hamilton effective yesterday, February 2, 2012.

Making the announcement was Mayor of Hamilton Charles Gosling, who stated, “Deputy Mayor Alderman Glen Smith, J.P. met with me on February 2, in the Mayor’s Parlour at City Hall and presented his letter of resignation with effect immediately. I reluctantly accepted his letter.”

Mayor Gosling added, “Mr. Smith has been selected as a candidate for the One Bermuda Alliance in the upcoming general election. Glen shares the view of the entire Council that municipal politics must remain apolitical. To ensure the City of Hamilton is seen in this light, individually, we may support a particular party but none of us will publically campaign on the behalf of, or run for, that party; a practice we would like to continue. Which is why, prior to any official announcement, Glen has taken this particular stance.”

“Glen, during his time on the Council, has been one of the leaders in our move towards open government, the accountability of Members, standards of service and dealing with the important issues within his area of responsibility as the Chairman of the Infrastructure Committee, which comprised the previous Docks, Streets and Sanitation Committees. He has raised awareness of the increased vagrancy in Hamilton, worked hard to bring together government departments and helping agencies to address this national issue. We will continue this work.

“On behalf of the Council, I wish Glen Smith continued success. His guidance, energy and focus will be missed.”

The Mayor concluded, “I am pleased to advise that Councillor Marshall Minors has agreed to take on the Chairmanship of the Infrastructure Committee for the remaining three months of our term.”

Chief Operating Officer and Secretary to the City of Hamilton, Mr. Edward Benevides stated, “In accordance with the law, the Parliamentary Registrar has been formally informed about Mr. Glen Smith’s resignation. We are obligated by the new changes to the Municipalities’ Act to fill this vacant position within a two-month period, regardless of when the next election will be held. The City of Hamilton, working with the Parliamentary Registrar, will be making further announcements in due course.”

  PUBLIC PARTICIPATION AT MEETINGS POLICY

The City of HamiltonCouncil wishes to encourage public participation during its meetings in order to use this as a means of obtaining the views of the public. However, the Council recognises that rules must control the manner of participation in order that the meetings may continue to operate effectively.

In allowing public participation the Council is aware that this forms only one means of seeking views of the public, and that no decisions other than undertaking further research or writing to relevant bodies can be taken at the meeting where the matter is raised unless it is already included in the agenda for that meeting.

Public participation provides an opportunity to ask questions and to make brief representations to the Council.

Any petition presented to Council will be received; any further discussion will be referred to a future meeting unless already included in the agenda for that meeting.

The following rules must be observed for public participation at meetings.

1. Public participation will be an agenda item at every Council meeting. Members of the press and public may be excluded by resolution for example at any Council meeting where personnel or contract matters are on the agenda.

2. Public participation provides an opportunity to ask questions or make brief representations. Although it is preferable for questions or details of the representation to be submitted to the Secretary prior to the relevant meeting, this is not a requirement.

3. Public participation will take place at an early stage in the meeting as dictated by the agenda. The time allowed for public participation will normally be 15 minutes in total. This could be varied at the discretion of the Mayor with the consent of the meeting.

4. Those elected members who have declared a prejudicial interest and wish to speak will be heard first. After speaking the member must leave the room before any other representations are made. They cannot hear the representations of others. In the event that more than one elected member declares an interest and wishes to speak other members having declared an interest must leave the room.

5. Each member of the public will be allowed a maximum of 3 minutes to speak. Any individual can only speak once in any meeting except to ask for clarification of a reply.

6. The Mayor will determine in what order members of the public will be allowed to ask their questions.

In answer to questions about services the Council will provide answers where possible at the meeting. If this is not possible a written response will be given to the questioner within 10 working days of the meeting, the contents of which will be relayed to Council.

Public participation forms part of the council meeting and will be minuted.

However this is normally the only opportunity for the public to speak at a meeting. If a member of the public interrupts the proceedings at any meeting, the Mayor may, after warning, order that the person be removed from the meeting and may adjourn the meeting for such time as is necessary to restore order.
